The brief outlines key proposals including emergency family notification using HIPAA caregiver exceptions, cross-system FERPA coordination through the Health or Safety Emergency Exception, mandatory state intervention after repeated crisis holds, police and correctional stabilization units, workforce modernization through Medicaid payment reforms, and inpatient capacity expansion using a Missouri Section 1115 Waiver.
