The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam issued an Executive Proclamation on Guru Purnima (July 29, 2026) establishing Abhayam Sarvabhūtebhyoh, a global initiative to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement, made during a grand celebration with participation spanning over 80 countries, was streamed live across more than 130 networks globally, with over 200,000 devotees, disciples, volunteers, KAILASA's Ministers, and Members of Parliament in attendance.
Abhayam Sarvabhūtebhyoh provides immediate humanitarian refuge, sustenance, and community to persecuted populations, indigenous communities, and displaced persons, without distinction as to race, religion, caste, gender, or nationality. In delivering the Proclamation, The Supreme Pontiff stated: "By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity."
The Proclamation addresses six converging global crises identified by The Supreme Pontiff: displacement (UNHCR reports over 120 million forcibly displaced persons), economic insecurity (World Bank reports nearly 700 million in extreme poverty), educational deficit (UNESCO reports over 770 million adults lack functional literacy), public health (U.S. Surgeon General's 2023 Advisory identifies chronic loneliness as a mortality risk equivalent to smoking 15 cigarettes daily), food insecurity (FAO reports one-third of global food production is lost or wasted while over 700 million experience hunger), and environmental degradation (FAO reports annual forest loss exceeding the land area of Portugal, and 8 million metric tons of plastic entering marine ecosystems each year). Additionally, it addresses spiritual displacement, with Pew Research Center reporting over 1 billion religiously unaffiliated individuals.
Under the Proclamation, KAILASA will provide humanitarian assistance including shelter, food, and housing through its diplomatic missions and monasteries; education through re-establishment of the Gurukul model offering holistic instruction in sciences, wellness, agriculture, and the arts; psychosocial support through community-based programs centered on belonging and emotional restoration; rule of law and governance grounded in Dharma; guaranteed freedom of religion or belief under Article I of the Constitution of KAILASA; and environmental stewardship initiatives in organic agriculture, reforestation, and animal welfare through a Goshala-based sustainable economy.
Concluding the Proclamation, The Supreme Pontiff affirmed: "I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being." KAILASA is the first sovereign nation for Hindus, committed to the revival of Sanatana Hindu Dharma and the delivery of humanitarian, educational, and environmental programs globally. This initiative marks a significant expansion of KAILASA's global humanitarian role, offering a concrete response to pressing challenges of displacement, poverty, and environmental crisis.
